Albania Businesses Lobby For Administrative Court

The heads of 28 business associations agreed in a Thursday meeting in Tirana to step up efforts to lobby for an Administrative Courts law.
The associations plan an intensive campaign, beginning this month, aimed at mobilising business and public support behind a law that, they say, will pave the way for a modern courts system, with the capacity to adjudicate administrative cases fairly and efficiently.
Speaking at the event, USAID Albania Director Roberta Mahoney, whose programme finances efforts to strengthen Albania’s business environment, commended the extraordinary efforts of the business community thus far, while advocating that judicial reform should be sped up in a concerted way..
Mahoney told attendees that it was largely in their hands “to make decision-makers [...] turn the plans for establishing the Administrative Courts into an institution that will benefit the business community, public institutions, and the public at large”.
Under the Millennium Challenge Corporation Albania Threshold Agreement II, USAID will work with Albania’s government and judiciary to establish the Administrative Courts once the law is passed.
Albania’s business community has long supported the creation of the courts, which they see as a means to protect the rights and legal interests of all citizens.
A dozen business associations joined forces earlier this year to encourage the outgoing parliament to pass a draft law, to no avail. This larger group of businesses intends to make an even stronger case to the new parliament and push the law to the forefront of the legislature’s autumn agenda.
To pass the new Administrative Courts law the Albanian government will need to secure a two-thirds majority, incorporating opposition parties. However, opposition leader Edi Rama is threatening to boycott parliament following the contested June 28 parliamentary elections. Source: Balkaninsight
