Media Review – 1 February 2007 (AENews)

A new monopoly in the country
A strategic partnership agreement was signed Tuesday between the Government of Albania and software giant Microsoft. This event was commented by the media as the “creation of a new monopoly in the country”, “a public procurement granted without competition” and as a “misuse of public funds".

Referencing the experience of Macedonia,  daily ABC noted that Prime Minister Berisha accepted a “gift which could cost taxpayers several million dollars each year". Meanwhile, ABC daily suggested that the government could save public money using open source programs.

According to this agreement Albania will benefit 6,000 packages of Microsoft software products at a “symbolic price”, that will be installed on school computers, according to the government. It may be understood that all other operating systems and software that will be used in the public administration will be paid at regular prices, ABC alleged. Meanwhile, Microsoft has won the exclusivity to manage the public administration IT. The government has not yet produced any estimates about the total cost for this service. ABC daily

Ambo Pipeline
Albania, Macedonia and Bulgaria signed Wednesday in Sofia another agreement for the construction of AMBO pipeline, a 1 billion dollars project, which is intended to create another alternative route for the busy Turkish straits. According to the agreement, construction works will begin early in 2008. AMBO will link Bulgarian harbor of Burgas with the Albanian harbor of Vlora, providing a cheaper route, to that of competitors, for the transportation of  crude petroleum from central Asia to the international market. Minimum wage increase
Government decided on Wednesday to increase the minimum wages. The supporting argument for the new minimum wage scheme suggested the introduction of social measure of protection which are intended to improve conditions for workers. However it is widely known that such measures should increase the impact on tax revenue. Majority of Albanian businesses use two balance sheets where majority of their wages are declare according to the minimum wage levels despite being otherwise in reality. That is why this new increase for minimum wages is expected to produce greater revenue for the government. Shekulli daily

Former national soccer died
Former national soccer striker Arben Minga died Wednesday in Canada, newspapers reported this morning. Minga, 48, died from cancer. “He was a great soccer player”, the newspapers commented. He is remembered as the player who shocked the European media in 1984 when Albania won against Belgium 2:0, valid for the World Championship of ‘86. Shekulli, Panorama, ABC
