KESH signs contracts with EFT and OGL

Tirana, Jan. 9
(AENews) – Albanian Power Corporation (KESH) has signed two new contracts to
start importing electricity and has plans to sign other contracts, General
Director of KESH, Andi Beli, announced today.

The contracts were
signed with the Serbo-British company, EFT and the Swiss one, OFL, both for a
three month period starting from Jan. 1, 2006.

The agreement with EFT
foresees importation of 108,000 Megawatts with an estimated value of EUR4.53
mln, costing EUR41.94 per Megawatt.

Meanwhile, the
contract with the Swiss company, OGL, foresees the purchase of 75,000 Megawatts
of electricity totaling EUR3.3mln, with a cost of EUR43.65 per Megawatt.

EFT is a brokerage
company specialized in the sale and purchase of energy for the Balkan region. During
2004, according to company data, it covered 20% of cross-border energy trade
from Ukraine to Greece.

As per these last
years, this has been the most expensive price ever paid for the purchase of energy
by Albania.
And as is now the case in the Balkans in general, even the Albanian government has
been accused of not accepting the cheaper price offered because of political
reasons.

A British company,
InterFin, had offered a price of EUR37.91 per Megawatt, but its offer has not
been accepted as of yet. InterFin is owned by an Albanian businessman living in
Switzerland,
Behgjet Pacolli. Mr. Pacolli is president of Mabetex group, a conglomerate company
with annual revenues reaching EUR2 bn.

This company had
offered all the quantity of electricity which KESH had asked during the last tender
for 2200 Megawatt, totaling EUR84 mln.

During the last two
years, Pacolli, who was born in Kosova, has returned to his birthplace and to Albania by way
of several small investments. However, Albanian politicians in the Balkans are
concerned about his possible involvement in politics.
